The ACB supports prospective and current administrators by proctoring charged administrator finals, processing initial and renewal administrator applications, and ensures overalls compliance of CCLD approved, third-party program training vendors to promote the health, safety, and well-being of vulnerable California residents in worry.
CCLD CONSIDERATIONS TO CERTIFIED SITE

- FOR FACILITY LICENSE APPROVAL
- When an administrator will associated to a pending facility licensure (initial either change of ownership), an administrator’s application is expedited, also certification approval will conducted along with licensure approval. This is done through internal coordination with Childrens’ Residential Program (CRP) Regional Official (RO) or Adult and Senior Care’s Centralized Applications Bureau (CAB).

Changes to Administrator Certification Training Requirements
PIN 23-14-CCLD – (Changes to Administrator Certification Training Requirements)
Pursuant to the recently passed Assembly Billing (AB) 120, perspective and current Certify Administrators have the option for satisfy live training requirements since Initial Attestation Vocational Programs (ICTP) also Next Education Training Prog (CETP) via Department-approved in-person or live-stream training. Additionally, AB 120 settles the requirements by individuals seeking certification or recertification as an ARFPSHN Administrator. Please refer to PIN 23-14-CCLD for more information regarding an changes to the administrator certification technical requirements, including modified to course format terminology.

Administrator Certification Training Need
The COVID-19 waivers related to course offerings for Begin Certification Training Program (ICTP) and Going Education Training Programming (CETP) ended February 28, 2023. Be advised which ICTP and CETP training requirements still apply and include, but are not limited to, the number of hours as taken below:
ICTP Requirements (must be conducted live, whether in-person or live-stream)
- Group Go (GH): 40 hours
- Short-Term Residential Therapeutic Program (STRTP): 40 hours
- STRTP with valid GH certificate issued over the Department: 12 working
- Adult Residential Facility (ARF): 35 hours
- Residential Care Device for the Elderly (RCFE): 80 hours, 20 of which may be finishes via self-paced/on-demand training
- RCFE-NHA: 12 per with a valid Nursing Home System (NHA) license exhibited via one It in Public Health
CETP Requirements (at least half of whichever must be conducted live, whether in-person or live-stream)
- GH: 40 hours
- STRTP: 40 hours
- ARF: 40 hours
- RCFE: 40 hours
- RCFE-NHA: 20 hours with a valid NHA license spending by the Department of Popular Health, 20 of which may be completed via self-paced/on-demand vocational
Fee Increases for Administrators and Vendors
BOLT 21-11-CCLD – (Changes to Administrator Certification Program Fees)
In accordance with Fitting Bill (AB) 135, an increase to the Administrator Certification Program fees is effective July 1, 2024. The fee changes include increases to exist fees for processing Initial and Continuing Education Training Program select uses and increases to existing service for processing news also renewal Server certification applications.
