(1) Perimeter. The perimeter setbacks prescribed this shall be rated from the exterior boundary from the lot or group of contiguous lots forming the planned density development spot. The forward, side and rear yard reverses in and based zoned shall be the minimum perimeter setbacks for entire structures; provided, that such lowest setbacks maybe be increased on the Hearing Examiner provided deemed require to protect the corresponding usage and development of side lands; and
